Having the vacuum advance connected doesn’t hurt performance one bit if you know how tune it, the exception being the dual diaphram models. You almost always want to diconnect the rear retard canister hose. I don’t know the author so I can’t give valid credit. Net doesn’t indorse either method and there is a lot of discussion as to which is better.
